Open-Formal Wedding/Rehearsal Dinner

I want the parents of the bride and groom and the bride and groom to be formal for the reception, but have it a traditional Mormon open house reception. I have lived many different places, so this might end up being a lot of people, especially if it’s an open house. So I’m not going to even try and figure out guest numbers. I will have a reception in Nauvoo, and MAYBE Utah. Only immediate family and maybe very very close friends will attend the rehearsal dinner. I actually had to spend a long time looking up the difference between formal, ultra-formal, and semi-formal weddings. Mormons are so out of the loop lol

And I don't know what to do about the rehearsal dinner because good restaurants around N-Town are scarce. I suppose I could always go to Fiesta Jalisco haha NO. Hotel N maybe? Idk. I'm confused. Hopefully some nice gourmet restaurant goes up in the next 4 years. They would be my immediate friend. But if it's close family and friends it shouldn't be a big deal, right? (More about the people than the setting). Gah I'm just glad I'm not doing this for reals or I might actually be pulling out my hair. Where does all the money for weddings come from?
